I ran it for a month or so like that while I got it diagnosed and sorted.Ended up having a new fan fitted. I bust open the large fan and sure enough the slow speed resistor has blown (irreplaceable BTW). I thought about replacing the resistor in the fan but they're a very hard to find type of resistor, just a wavy looking piece of metal covered in a porcelain type I would get a radiator flush right away.

If anyone can recommend an alternative to Audi's predictably preposterous solution I'd be very grateful.
